GSE Mortgage Portfolios Cool Off — What It Means for Buyers

Fannie Mae and Freddie Mac dramatically slowed their mortgage portfolio growth in Q2 2026, signaling a potential shift in how government-backed mortgage money flows through the market.

After a massive run-up in mortgage holdings over the past year, Fannie Mae and Freddie Mac have noticeably pulled back on growing their portfolios. Through the first half of 2026, their combined holdings jumped nearly 73% year-over-year — but in Q2 alone, that growth slowed to just 1.7%, bringing their total to about $313.6 billion.

What's interesting is how the two agencies are diverging in strategy — and then slowly realigning. Fannie has been far more aggressive, growing at over 100% annually at its peak, while Freddie expanded at a more modest pace. Now, both appear to be settling into a more balanced, measured approach.

For California homebuyers and those refinancing, this matters. When Fannie and Freddie slow their accumulation of mortgage-backed securities and whole loans, it can subtly affect liquidity in the mortgage market — which in turn influences how readily lenders can offer competitive rates and terms.

The good news? The market remains well-capitalized. But this is a reminder that mortgage conditions can shift quickly, and locking in favorable terms sooner rather than later is always a smart move.
